WASHINGTON -- The Senate Judiciary Committee on Thursday rejected President Bush's nominee to a federal appeals court, a move that forced long-simmering feuds between committee Democrats and Republicans to boil over.
Both sides warned that the system for appointing federal judges showed signs of breaking down.
The battle centered on Priscilla Owen, whose nomination for the 5th U.S. Circuit Court of Appeals in New Orleans was rejected by a 10-9 party-line vote.
